Nurse in Germany from Pakistan: The Agency Ban Nobody Tells You (2026)

Germany has around 31,000 open nursing jobs, but Pakistan is on the WHO health-workforce safeguards list, so private agencies may not recruit or place Pakistani nurses for Germany (fines up to €30,000). The legal ways in: applying directly, B2 German, recognition partnership with A2, adaptation course or knowledge exam, and what nurses earn (median €4,275 gross, about €2,750 net).

Germany needs nurses. Around 31,000 nursing jobs are open. But if you're a nurse from Pakistan, a private agency recruiting you for Germany is breaking German law. Here's why, and the legal ways in.

Step by step

The rule almost nobody explains
The World Health Organization keeps a list of countries that don't have enough health workers of their own. 55 countries are on it. Pakistan is one of them. India, for example, is not.
Germany takes that list seriously. For these countries, only the Federal Employment Agency may actively recruit health workers. Private agencies that recruit or place nurses can be fined up to 30,000 Euros. And that covers nursing training too.
But it doesn't stop you. You can apply directly to a German hospital or care home yourself, and they can hire you. So if someone asks you for a big placement fee, walk away.

Learn German to B2
To work as a registered nurse, you need German at level B2. That's the requirement for your licence. Starting from zero, it usually takes a year or more of serious study.
There is a way to arrive earlier. With a recognition partnership, you can come with A2 German, start working for your employer, and finish recognition inside Germany.

Get your qualification recognised
Your Pakistani nursing degree gets compared with German training. Usually some parts are missing. Then you either pass a knowledge exam, or complete an adaptation course, which can take several months.
Good to know
During that time, you can already work as a nursing assistant, so you earn money while you close the gap. You come either on a visa for recognition measures, or through a recognition partnership with an employer.
And recognition is booming. In 2024, Germany handled 66,900 recognition cases for foreign qualifications, a record. Nursing was the number one profession.
Now, what do you earn?
Once recognised, nurses in Germany earned a median of about 4,275 Euros gross a month at the end of 2024. Elderly care nurses were at about 4,400 in 2025. Nights, Sundays and holidays pay extra.
After tax and social insurance, a single nurse keeps about 2,750 Euros a month. In a shared flat, that can leave around 1,600 Euros to save or send home. I broke that down in my salary video.
There's another route. Train as a nurse in Germany. Nursing training is paid, about 1,490 Euros a month in the first year in the public sector. But remember, agencies can't recruit you for that either.
In short: Learn German to B2, get your degree and documents translated, apply to employers directly or through the Federal Employment Agency, and check the official recognition portal before you pay anyone.
